I think maybe its because it's a small city thing where everyone knows each other? He most likely does have SOME celebrity status, it's just that he's more down to earth so people see him more as your great older brother everyone knows. i mean if you saw a celebrity every single day of your life they would slowly lose celebrity status but the other people in bikini bottom we see as celebrities we see about every 10 episodes and prob live a private life
I would argue that each individual person of bikini bottom sees Spongebob just as much as you suggest we see the the other "celebrities" You're right, they do all live private lives which is why there really isn't anyone who interacts with Spongebob every single day. Even some of his closest friends like Sandy don't get to see him everyday so it should be enough to at least have people bat an eye when they do see him because again, bikini bottom is a relatively big city where people aren't just seeing the same people everyday as you would in a place like squidville or something
I think it's just the disparity between how big Bikini Bottom is versus how big is should be. Watching old episodes, it seems like there's only around like 5 thousand people in the city at most. It's supposed to be as populated as Seattle (the city it's based on), but my small north eastern Pennsylvania former mining town as a higher population. He's less of a celebrity, and more of a guy who just either knows everyone, or knowns enough people that if you don't know him, you know someone who does.
adding to the "Is Spongebob a bad fry cook" bit: Neptune himself tried making him his personal cook in that one episode just because he loved his burgers that much. the episode that started with the spatula stuck within frying fat in a museum. in the showdown between the two of them, Neptune found Spongebobs burger so good he literally puked it out again to eat it a second time

Bikini Bottom's size is kept ambiguous and varies per episode, generally seeming like a small town in the early seasons but grown into a mid-size city in the later ones. Thus it wouldn’t be unbelievable that one 'normal' early resident would be locally well-known without full celeb status.
