Scorpio is a Fixed Water sign. Wouldn’t it provide structure to water? I’ve always felt Scorpio is a lot like Capricorn but more elusive. By that logic of inherent nature, I would consider Rahu more debilitated in Pisces. Would love to hear your opinion on it :)

You are absolutely correct. I have Rahu/Mercury in Scorpio in Navamsa so Ketu plays really well in Taurus in the 2nd House of mines (Aries Lagna). My Mars is strong in Leo with a Leo Moon... My moon is in Sagittarius in 8th (debilitated). Venus conjunct rahu and mercury in scorpio in 7th (debltd). But saturn is exalted in 9th house in capricorn.
Similarly there must be something good in your chart too. (see saturn's or jupiter's placement?)
