Mario Kart Arcade GP (マリオカート アーケードグランプリ) is an arcade-only iteration of Nintendo's Mario Kart series, developed by Namco. Designed for the Triforce arcade board (also used for F-Zero AX), players can race as one of eleven characters in twenty-four tracks.

this game really needs a home version.
This is the closest thing will ever have of a Mario Kart x WarioWare crossover.

a 10 year old Japan-only arcade game having a console release today? I doubt it as only hardcore fans would pick it up and casuals wouldn't buy it.

The game was designed to run on a system very similar to a gamecube and it runs on a gamecube emulator through the wii. Still eshop would be great cause they could use the camera features. Other arcade titles have been ported to VC even put on compilation disks for gamecube, ps2 and xbox.
I appreciate there being a Diamond City track (or a set of tracks, more like), but nothing about the tracks seem to scream Diamond City to me. Even just slapping in Club Sugar somewhere would've been something.
I think Club Sugar is in the background as evidence by the guitar on a pink building
Soshi The Yoshi Come to think of it in Snow Panic, you can see Diamond Taxi, which is a reference to Dribble and Spitz's business in the franchise.

CyberRonin A bit late, but I believe this game was made by Bandai Namco, so Pac-Man sorta makes sense.
