I used Photoshop CS6 to do the colouring at the begging of the video and then swapped to Illustrator afterwards to do the actual vector itself. I would love to start making video tutorials but I don't have the time to sit down and produce an entire vector while doing a commentary that lines up with me being home alone. It would be fun to explain why I'm talking to myself about how to vector ponies to my family :P

O hell yes is it expensive..... I would highly recommend you use Inkscape if you don't want to spend a large sum to get Illustrator. Inkscape is another vectoring program that is highly capable of doing what you need and has the added bonus of being free. I only chose to use Illustrator because I had free easy access to it, albeit questionable. I also had prior experience with Adobes Photoshop so the interfaces were fairy similar to me.
