You could do a whole list on Todd McFarlane's Spawn line. That's how many that line contained, I remember a big one was the "Party" Angela version on the Angela figure. It was called "Party" Angela because they didn't paint underwear on it.
I do remember these by the time I was in breasted international figures I was already back to my favorite Harbor Park 2:17 Vincent price universal monsters 2:172:17

But yes, I'd curse out our LCS every time I'd try to find just basic figures in the 90s and even the uncommon ones were missing from the shelves of Wal-Mart. Joke's on them now. Most of those can be gotten for maybe twice the original price in-package at any collector store or online.
When it comes to figure variants, POTF2 Boba Fett's numerous variants always come to mind first.
