It is an ND filter. If it’s possible to have both, they are both a great investment. ND filters are good for reducing all the wavelengths of light, which is good for sunny days and preventing overexposed areas in your image. I like to use polarizing filters to help with glare for things like reflection shots or cutting glare through glass (such as a subject behind a car window). But they can also darken skies that are too bright.
