Partly, but there is no denying going from low tier to at least high mid tier is a reason to celebrate for Ryu mains. Also you have to consider balance changes shouldn't be taken individually. If Seth, Urien, Akuma and G all got nerfs without much to compensate and v-shift is there now as a viable way to counter their pressure then Ryu's buffs become all the more significant.
It gave me time to learn how awesome rog, gief and gweelay are in this game, and kept me texting other characters. Sounds like it's time to give Ryu a go again.

Just from playing a little bit yesterday, v shift is better to reset the neutral than actually punishing like they showed in the winter update, most of the time I can’t even get close enough to punish anything but I definitely like the buffs ryu got.

A god? That title reads like clickbait. He's a decent character now as he should have been, but a god? Please. His tools only work against characters with worse footsies and normals than he does. He's not outranking the likes of Chun-Li and Karin anytime soon. Just because he can combo into his Tatsu now doesn't mean he's suddenly become a threat. He was never one in SF4 when he could do it. It's only barely been a month since the release of season 5. People have been used to trash Ryu for years. Give it time and they'll learn how to deal with decent Ryu.

VS1 increases his V-time in VT1 and VS2 can now be used out of his TC's!
