Hello do you by any chance know why the policy is grey out for me. I was able to get to security settings an all but it has a padlock Im connected as the admin
I disliked this because the title gives an impression of advanced and in-depth policy configuration, but your video describes the most basic simple policies that are not covering as it should

You can use fine grained policy for that.
I have a question that if I created this group policy, will it be apply for administrator?
Yes. The gpo will apply on all the users who fall under gpo scope.

If you have simple way to achieve the objective why you should have to go for the advance option?
