This segment opened with Deutsche Welle's North American service, a snippet of Larry Wayne's Germany Today... not R. Berlin International! Then you heard the IS for Radio Station Peace & Progress (USSR) in Spanish (not Radio Progreso in Brazil...)
it's no Radio Progreso from Brazil (!!) but Radio Station Peace&Progress, the voice of Soviet Public Opinion, a pendant to Radio Moscow which used the same transmitters. It had all the major languages (Spoanish in your recording), but interestingly it had 2 languages that Radio Moscow didn't have: Guarani and Haitian Creole.
I used listen to Radio RSA on the 1970s and 1980s...when growing up in California 😊...the opening was the best I S..on Shortwave
