I think it’s to try and guarantee first turn. If it has your fastest runes and you apply speed buff then other monsters can take advantage of +speed increasing effect artifacts…also good for speed damage dealers as well. This is my understanding at least, I am sure someone better at the game than me can probably chime in if my explanation isn’t sufficient

u dont even need super fast runes for chilling to get first turn hes stupid xd. one buff gives him around 19 spd im pretty sure. so will + shield is basically 40 free speed its crazy
