I could see that not having a regulatory agency is a problem but at the same time you risk having impossible regulations that make it difficult to do your job. A lot of it is common sense. Physically holding a wheelchair in place in a moving vehicle is ridiculous, how can anyone think that is safe?
Not here in New Mexico. It’s brutal to start an NEMT business here. Our states public regulations commission regulates nemt. They have regulations and rules for everything. It takes at minimum 2 months to get a Certificate to operate. You cannot drive or work without that certificate. They require general liability, commercial auto, vehicle just to complete your app for certificate. So you bleed money while waiting for them to approve you. Then in order to work with brokers or insurance or to get your Medicaid number you need that state PCR certificate. So another 2 months waiting for those apps to be processed.
Unless your state or "city" to be exact is under jurisdiction of a company such as MTS here in San Diego, Ca, it will leave you no choice but to be compliant

Exactly our point. Hefty regulations there and in other states it’s the complete opposite. There is no consistency across the board.

Yes I fits 2 wheelchairs. The two seats fold against the rear doors.
