This reveal of who Ace's dad is, is one of the greatest reveals in all of One Piece. It happened on Chapter 550 in the manga in 2009.

the reason as to how oda hid this reveal so well is because he fully intended for them to be brothers, until he saw his editors reaction to the roger is ace's dad reveal he put it in the story. oda wrote them as brothers, and are sworn to be related in that way

That steady walk to the Execution Platform was legendary! It reflects so many emotion!
It was quiet anxiety when you misunderstood Garp (Navy) as Pirate. But it became absolute comedy, when you did it again, and made Roger (Pirate) a Navy! The contrast, parallel and juxtaposition was peak! That gave some breath of laugh amidst the intense atmosphere.
You unintentionally predicted well, Whitbeard coming out of water, and Rogue being Roger's wife.
Btw, Ace name was given by Roger, you missed.
Regarding Garp's penalty for all these things, it was answered way back, by Sengoku. Garp would've been punished for all these things (by WG) his son (Dragon) and grandson (Luffy) doing, but he himself is the “Hero” of Marine, for some reason. He's the face of Marine, symbol of Justice, and he's more than just a Vice Admiral (look how much Aokiji admires). Besides, Sengoku's still acts alike goofy comrade buddies, regardless his harsh words. Also, if Garp does rebellion, it's another Rayleigh/Whitbeard level matter, as you can assume (Episode 0). Regardless, Garp doesn't care any of it, he performs blatant nepotism (Enies Lobby), acts whatever he wants, and continuesly face light punishments.
He's great asset, but also great headache, in Sengoku's wise words, I might add.

And also, Garp is a big shot in navy even though his position is just "vice admiral" and it was mentioned that he was the closest to catching Roger so I don't think the government and navy want to make an enemy of him🤷🏻♀️ and also there is no benefit in losing a marine like him so why would they execute him
I have some good news for you! In original Romance Dawn(Oda made couple versions) Garp was a pirate! It is manga only but still fun quick read that i recommend
