Once you have an open lot for the miner to mine they will mine. It just like the farms

I killed the astari before ore miners

How were your able to get it to build the mine? I have iron age resources and and 2 mining camps and the miners won't do anything.

Update: Once you have spaces available to build structures command the miners to the spot and they will build the mine.
