Correct, you're not allowed to fly drones in the park. In my case, I was there the very last week of the season (it was already March) and at the end of the day (around 5 pm) and no one was in the park. I asked permission to the rangers in Dick's Chalet and they granted it. If you notice, in every drone shot I took there is absolutely no one else but us, even in the School room or Scottish gullies, so I wasn't annoying even a single person. This was quite a few years ago though before the big crowds (we didn't need to go very early to find an anchor), so I'm not sure the rangers would grant permission again, or that you would ever find the park completely empty even in March.
