Most people from Taiwan actually do speak like that though. The mainly southern accent that you find in Taiwan I've found have a lot less fluidity within their speech compared to Northern mandarin. For me as a half Taiwanese person who's mandarin is declining due to not having spoken it in a long time, it makes it a lot easier to understand.
