I have been using YNAB for 2 years and absolutely love it! However, I have been struggling to create a monthly budget recently, so I have been using it more as a spending tracker. I plan to get back to using it for budget management, as it is definitely the best tool.

If I felt I could use a little more cushion in groceries in case we needed to run out in a couple more days and grab bananas or peanut butter, I'd leave it in groceries-you can almost never have too much in groceries! But if borrowing money from one of those other categories felt like it'd be cheating that category a bit, I might move it back to haircuts or groceries or whenever I felt it best belonged. Wasn't the overspending in the groceries category covered when you split the transaction by separating out the $8 for fun money and $15 for household?
