I always liked this guy. I think he gives a great example of what most people actually want, and what the government can give. Not taking away the fulfillment of accomplishing something yourself, just making it a little easier to do so.
The background to this was Toby losing a bet to Josh earlier in the day and having to introduce himself to everyone he met as 'I'm Toby Zeigler. I work at the White House' . Josh's gesture @ 4:26 was to say that he shouldn't do it to this guy but Toby said it anyway because he knew that Donna had been right.
@ I think it was episode 3 season 4 where they are campaigning for re-election. Josh and CJ are at a student rally, in Boston(?) and Toby back in Washington phone the man to discuss their budget plans. I will check back through my DVDs
Best part is how many ever episodes later this storyline gets brought back up. And Josh screams at Toby because of Matt trying to send his kid to Notre Dame.
Donna would have been a Swell Politician....Honest, Trustworthy, Believable AND No Phony Baloney Facade! She would have gotten my Vote no matter what side of the aisle I sat on. On a side note, stop the video @ exactly 4:40 and look at Josh's reaction when Toby tells Matt who he is and where he works!
Donna hit the nail on the head here. Time and time again its forgotten that yes the big ticket things are super important but you can't make those big ticket decisions if you aren't in power and to get into power you have to speak to the electorate and find out not only what they want but what they need. These days more than ever we just need things to be a little bit easier, not a free ride just a little bit easier.
The only thing that bugs me is the solution to the problems the "normal people" are bringing up is to be educated and vote for politicians who will help instead of hurt.
I’ve watched this scene dozens of times over the years. Watching it now, that’s *exactly* what popped into my mind. I get that, by dropping Biden and catapulting Harris, they needed to rapidly change course in the tone and emphasis of the campaign. But honestly, as great as the Biden-Harris administration has been over the last 4 years, Biden should’ve announced he’d be a 1-term president at the start. That would’ve created a wholly different dynamic in the country, the Capitol, everything.
I love how Donna smacks Toby and Josh around without ever raising her voice.

IMO Donna was the main character who spoke for the viewers.
She often is, her position in the show is as an audience proxy so Josh can explain stuff to her and in turn the audience.
