You cannot run Linux commands in power shell or cmd but you can setup Linux either in wsl, virtual box or cloud

No difference but yeah if you have less RAM or CPU virtual box might work slow.
Other options you can try is WSL on windows 👍🏻
another option is to use vagrant tool for creating vms as CLI (without gui) when you have low ram .

You just need to get the CLI called "bash (Bourne-Again SHell)" in whatever OS you are using on your PC.
