Eileen machinda can cook chicken in instant pot... But I guess meat option for 7 mins is enough and follow same process to make gravy(better make gravy separately on stove top meanwhile chicken cooks in instant pot) finally add gravy to instant pot and let it saute for 3mins that's all....
Over cooking the chicken maybe. Boil the chicken with salt water for better tender. I'm no chef by the way i just cook for myself to enjoy my meal. Try this method ull find better result.

those chicken pieces look horribly cut. Please cut your own chicken. Tip : use vinegar for marination to retain their shape during cooking/frying/baking.
