I know you wont read this but the kids have pompudors because it’s sort of a cultural movement in japan. They emulate Elvis’s sense of fashion and music, use motorcycles, and wear a lot if old school american clothes. They dress like thugs and have gangs but they do it more as a rebellion thing then anything bad, they actually all tend to be good people. Thats also kinda why there are so many anime characters with pompadours, its apparently still a big thing in japan.
