More specifically, it is the narration of khalaf ‘an hamzah - so in this case the word غير has a kasraa rather than a dumā

Just think of of khalaf an Hamza as a different dialect, it doesn't change the meaning, when reciting in one of the couple of dialects (riwayah/ qiraat), it will sound different in some parts
