The way the built the former Joe robbie stadium was perfect. They did it so that all the visiting teams can bake with the sun hitting right on them, on top of all the humidity that they'll get during those September October and November months especially, it's an added home field advantage.
To your note at the end, the sad thing is the NFL is probably gonna wait until someone goes into heat stroke to act. Why be proactive when you can be reactive??

Lol! Despite that advantage, the Dolphins have made the playoffs only 3 times in the past 20 seasons, and lost in one & done wild card games each of those 3 times. But hey, two of those playoff seasons was in the last 7 seasons or since the “heatstroke for opponents” redesign. So, good luck to them because that’s the best they can hope for, since they’re pretty inept in actually assembling a good team! 😂
