That's a good question, I appreciate your thinking👏. Electrons will not flow if both the ends are at equal level. In DC batteries we call this state as discharged state, battery discharged means both the side attained equal potential ( equal electrons). We again recharge the battery which means unequal potential is created by some process(mostly chemical process because the battery works by chemical reaction). Whereas in AC voltage, the generator makes sure a potential difference is created between both the ends for every rotation. If there is potential difference means there is unbalanced free electrons between both the ends. So for every rotation, potential difference is created and because of that electron flows. To know how it maintains potential difference, you need to know the working principle of AC generator/alternator.
