As of now, the NHL can’t buy out contracts for Russian players. That agreement is on hold due to the Geopolitical situation. It’s up to Matty Ice to work that out with his club.
but with updates in the fedotov situation, the khl does respect the nhl and agreements they have with players, seems like they wanna go back to normal just that isnt working out yet geopolitically, he might be around for training camp then be here 2024 or 2025 whenever hes comfortable to come here

I like the pick in theory but the concern is that the Flyers don't really have a good track record in terms of integrating Russian players. There are outliers like Provorov, but he was quite Americanized by the time he got to the Flyers. Skill is a skill but the cultural acclimation might be the bigger issue to deal with when it comes to this kid. They might want to look at bringing in a Russian veteran to help him acclimate when he comes over here.
