They had but this eruption not give enough time for villagers to evacuate. Some of them, prefer to stay at home bcs their family to old to evacuate. They know it will suicide but they still stay for their family.
from what I heard yup it was a sudden explosion, the authorities gives level 2 warning out of 4 level (4 means it will erupt in less than 24 hours, it's time to evacuate), so people think they still have few days or weeks to prepare.
Why Indonesian government not relocated all the village near volcanoes ? Of course I understand the reason why all villagers choose to live near volcano, but considering the impact when eruption happen, isn't it more reasonable to relocate all the village near volcanos and set the area near volcano as a Forest reservation.
Of course Mount Semeru and volcanoes around it are on the National Park. The government already has a warning system and it is working good. But there is no time for evacuation. Also about the forest reservation of course because it is a national park, the natural environment in this area is always protected. But yeah this is natural disaster like Tsunami and Earthquake which unpredictable.
These people live under volcano threat for hundred years and they are used to volcano eruptions every where in Indonesia . All the signs indication of eruption already occurred days before .. but the complacence living under volcano is normalised at the very last minute . Same like Spain .. even the lava pouring out the people just excited to see the catastrophe not taking lessons from it .
