- The long wait for Luzon’s first international cruise ship terminal will soon be over, as the construction of the 1 Billion Legazpi International Cruise Ship Terminal project is in full swing amid the Pandemic; and is projected to be operational early next year.
A world-class mega tourism travel facility project, the Legazpi International Cruise Ship terminal was proposed by Mayor Noel Rosal’s team way back 2015, and was already in the DOT’s drawing board, for endorsement to the Tourism Infrastructure and Enterprise Zone Authority (Tieza) for approval.
The project design involves the construction of a seaport that can accommodate a 300-meter length overall passenger cruise ship, since the standard size of an international cruise ship ranges from 250 to 300 meters in length.
Following international terminal standards, the berthing area would have to be approximately 300 to 400 meters in length, while width should be about 72 to 100 meters.
Built along the Legazpi City boulevard, adjacent to the Sawangan Park, first phase of the civil works already started as early as 2019, which include the construction of the rock causeway and reclamation of a portion of the Legazpi City Boulevard and Albay Gulf.

It was only in June 15 this year that the ground breaking ceremony was held, with the project already about 50% complete.
In fact, during the ground breaking lead by Secretary Mark Villar, the 284.69 meter rock causeway and the 10,200 square meter reclamation works of the project were already 65 percent complete, located between the panoramic Albay Gulf and the majestic Mt. Mayon,
Other civil works of the project include the construction of pier, and lighting and navigation systems.
The terminal buildings and other facilities will be built at the cost of PHP920 million.
When finished, this mega tourism project will be able to contribute to the enhancement of the tourism industry in Central Philippines, spurring economic activities not only in Albay but in the Bicol Region and contribute to the national goal for poverty alleviation by providing opportunities that would attract more investment and generate employment.
With this new international cruise terminal, Legazpi will be able to attract more foreign tourists because of its strategic location as it offers a perfect view of the majestic, cone-shaped Mayon Volcano.
The Legazpi International Cruise Ship terminal will be the second international cruise ship port in the country, with Tagbiliran Bohol International Cruise Ship Port as the first.
