In this video it was stated that there were ~2400 incidents of syphilis registered. If roughly 50% of people in the age bracket of 18-30 years are still sexually active, then ~2400 incidents is not unthinkable. Also, as mentioned in this video, there are foreigners enjoying sexual services and sexual hookups when visiting Japan, and those foreigners were not included in the statistics on virginity among the Japanese youth.

Theres currently about ten thousand cases a year amongst the Japanese big increase on the seventy or so cases a few years back.
