It's probably because those are the two worlds you actually need to find him in through the pipes. I think it's weirder that the five pipes can only be found in those two worlds and aren't more spread out.

He’s talking to Prince Florian, just like every other NPC in the game. We can tell Wonder is set after the Galaxy games because here, Captain Toad already has is exploration outfit while he didn’t in the Galaxy series. Also, Galaxy is when he actually became Captain Toad. And there is no Star Festival in 3D World, it’s just some random night. 3D World and Wonder take place in the same universe as the Galaxy games because *all* mainline Mario games are set in the same timeline

I refuse to believe there is no Captain Toad in Worlds 5 and 6...there is a path to him in worlds 1-4, so why wouldn't there be one for him in worlds 5 and 6!

@@ItApproaches It definitely feels like they scaled some things back to put as much high quality content as possible as there are very few bosses and only 4 powerups (5 if you include normal mushroom) where 3 of them are new and only fire flower returning which is super odd for a modern day 2d mario but at least the content we do have is super well made.
