He was! Don't look at one scandal and judge his whole presidency! He was way more effective than Bush, Obama and definietly Trump!

@@meeeee8745 He also had a *much* easier Presidency than either Bush or Obama. He wasn't really tested like either of them were, and he also didn't really change much for the better, and arguably his deregulation of the banking system played a huge hand in the financial crash of 2008.
@@farid1406 Clinton had to deal with 3 wars of the dissolution of Yugoslavia, the Rwanda Genocide, Israel-Palestine peace talks, the economic mess of Reagan and Bush, then Yeltsin, the new Internet Age and dozens of reporters hunting down his personal life. The Bush's response to invade Iraq and Afghanistan after 9/11 was pure insanity. He was also weak to help Georgia. Obama was extremely weak to Russia in Georgia, Crimea and to the Wagner Group in Africa. It is very debatable if Clinton's banking reforms played a single role in the 2008 crisis. But the US economy under Clinton was blooming and both sides generally agree with that!
