Fun fact: my hair looked naturally very similar to this without doing anything (at that length), actually poofier. Then after almost 30 years I discovered my hair was actually wavy/curly, just high porosity and dehydrated. Well, I kinda knew because I was curlier as a baby but just thought it went away because of age. No, it's just how you treat your hair that makes a difference. If your hair already looks like this, you might actually be in the 2a-3a curl range and not know it. Especially if you are Asian because wavy/curly hair is rare there. Now you know. Your hair might have the capacity to pass from curly to poofy 'straight' (like this one) in a week as well as your curls unform. Mine does that and I think it allows for lots of versatility. Maybe try hydrating your hair in the shower and see if it curls at all. That should be the sign you are actually wavy/curly. Knowledge is power!!

Be careful because if you are talking about a chemical relaxer, yes they are damaging unfortunately. If you are talking about keratin treatments, I guess not? I dunno. 3c hair is cool. I'd keep my hair as it is and opt for a good wig if you want this particular style. You can get it cut by a hairdresser or cut it yourself. This way you keep your hair healthy (remember that generally the curlier your hair is, the more delicate it is and the less it can withstand bleaching, perms etc) and you also get the style.
