Compliance Policies are for Intune enrolled devices. If you're enrolling BYOD devices and apply the CPs to a group that has BYOD devices in it, they will apply. If you don't enroll BYOD devices, you can use App Protection Policies to say what version they need to be on to be able to sign into the protected apps.
