Kevin, yes it does. In colder climates they are often covered with insulating blankets. I live and worked in an area that is warmer climate in SoCal, so rarely issues with winter weather unless at higher elevations. However, around 2003 we had a super cold winter and I was inspecting a Junior high that day and the back flow preventer/OS&Y had sprung a leak.
