It means onmission0. It's a glitch that allows the game to think you're not on a mission when you are. That means that you can enter missions. Through glitching you can transfer checkpoint progress from one mission to other, which results in completing the mission faster or instantly. People are using Cletus mission. The glitch can be seem here 3:55:25

What is the reason for redoing the sniper mission with Trevor?
You mean the cletus mission? It allows you to do the om0 (onmission0) glitch, which allows the game to think that you are not on a mission when you are, and through other glitches, transfer the checkpoint progress from the Cletus mission to the other missions, completing these missions instantly, or transporting you futher into the mission
