You cannot apply for open work permit, what happens is, if your school is a DLI, then you qualify to apply for a Post Graduate work permit after school. If you have a spouse, your spouse can apply for an open work permit even while you are still a student. I hope this clarifies your question?

LMIA is a document you get to process a closed work permit/employer-specific permit. It is not required for an Open work permit

Ask him for your application portal, tell him you want to see it. That way you can confirm if he is real
