I always took it as the THEY were testing the chemical on this small town to see its effects. I could never take the "they were giving those specific messages to those specific people" seriously. That strained my suspension of belief a bit too far.
I'll always remember this episode simply because the town they chose as the setting (undoubtedly a name pulled at random off the map...maybe the producer drove through it during an accidental trip across the fly over country) is geographically very close to my hometown. When the officer says that there hadn't been a murder there in modern times and people didn't lock their doors, that was fact for many of the small towns in that area at that time. (For one thing, since hunting was very popular, you took your chances walking into a house you didn't belong in.) Unfortunately, that is no longer true. Between drugs and people drifting in and deciding the local yokels won't notice them murdering their girlfriend (they do), people now double check their doors. Still relatively safe, just not what it was when the episode came out. Oh, and , not surprisingly, the terrain and architecture of the area look nothing like British Columbia.
So, the funny part is NEW conspiracy theories could fit this episode: concerns of the effects of "subsonic" vibrations on people, including fear responses and hallucinations. A common suspected culprit? Electrical screens emitting vibrations.
I'm shocked that this wasn't banned like the episode of Buffy episode Earshot was, and this episode could be an allegory for the intrusive thoughts aspect of OCD. Where people have intrusive thoughts causing them to think negative ideas ie body issues, self-harm, etc
i don't think the messages were specific. i genuinely believe someone or some*thing* with a very, *very* sick sense of humor was messing with people through the use of subliminal messaging and the insecticide, LSDM, exacerbated that messaging through their phobias. or, alternatively... the end of the episode, where mulder gets the "ALL DONE. BYE BYE." message could very well have been his own delusion whilst the last bits of LSDM was still in his system, playing on his paranoia and knowledge of the dirty dealings of the government. but personally? i prefer the theory of the something with the sick sense of humor getting its sick yet entertaining kicks off through digital displays and watching the chaos it caused with some sort of manic glee. it's more fun, honestly.

I'm just one of these episodes will turn out to be about a virus which is bad, but the reaction to it is so overwhelming that we end up with a Cyberpunk dystopia.

FYI the harm of DDT was grossly exaggerated. I think it's been rehabilitated in recent years, being safer and more effectives than alternatives when used sparingly.
Saying "exaggerated" is generous. My personal favorite were the dunk tests where creatures and eggs were completely submerged in DDT in order to "simulate long term exposure". Did the bird drown? Clearly DDT poses a chemical hazard!
I loved the way they directed the scene where Ed was firing the gun while loosing his mind in the tower.
