They come with the speed duel decks, the cards your asking about with the duelers on it.

Speed Duel is an alternative card game from the main Yu-Gi-Oh and has skill cards.

So speed dual isn’t used with regular game play?

Speed Duel has it's own rules and gameplay. However, you can play Speed Duel cards in Yu-Gi-Oh but you can't use Yu-Gi-Oh cards in Speed Duels.
