They disable v-sync to keep the framerate as close to 60fps as possible. If they capped the framerate lower during these scenes it would make everything appear slowed down. The transition back into 'track mode' is what causes the visual anomaly.
It's because they disable v-sync to unlock the framerate during pitstops. It would be even more noticeable if they did what E.A do on FIFA and cap animated scenes to 30fps.

There might be multiple camera angles ( paddock, pit-crew etc.) on F1 2019 if you do so. You can make your complaint in their site but not in TH-cam. They're not gonna watch this are they?
