If you have a power probe 3 you can take the extension lead that comes with it can be used as a set of long leads. I'll attach it to the battery positive and negative and use that to reference battery for all of my voltage drop measurements.
You have one light that is bright , I would assume if the issue was battery voltage both lights would be dim.
