In addition, in cases of minors driving vehicles without licences, it should be mandatory to charge the owner of the vehicle with statutory child abuse and the parents/guardians with negligence.

The fog seen in early rescue video was as thick as a snow blizzard whiteout. Even if an attempt were contemplated, I don't believe any technology could have tracked the flight in that blinding weather.
