Go for IITs it's always better in a long run.
According to me go for IIT kanpur.

Yes, we have Coding Club of MNNIT and you will be taught many things in that. Coding culture is good but not great!!!!

You must have joined one of the 2 given colleges. But still answering for others references. According to me NIT Allahabad is having an edge over Surathkal but Surathkal infra >>>>>> Allahabad infra.
If both are close by then go for Allahabad.

From placement point of view, NIT Allahabad CSE >>>>>>>>>>>> NIT Trichy Civil
But if you want govt job NIT Trichy may be better, also college life will be more fun at Trichy. And peers are better at Trichy.

CSE in Allahabad will be better. But if you have very much interest in coding then you can crack big companies while studying in EEE, But if you put extra efforts. So, I think you should go for CSE.

Your percentile should me close to 99.8 - 99.9 then you can get cse in trichy. It's difficult to say about marks.
