If you have high speed internet, people can move into larger lots further from the city to work remotely. Lowering taxes in the central city will encourage more people to move into the city rather than outward. Hope this helps!

5 is B because reducing taxes would lead to new urbanism which would make life better in urban areas to prevent people from sprawling out of them.
