The writers were inconsistent when it came to certain relationships. Leshawna disliked heather and for her mean girl personality and always stood up to her but when it came to Courtney’s behavior, it was overlooked and they still somewhat got along.

Honestly, if Courtney befriended anybody on Total Drama, Bridgette would, of course, be her main best friend, and Heather could be a totally unlikely yet possible ally-turn-close friend, but, I imagine her befriending Zoey, and I guess Noah. Also, I think Katie would probably be Courtney's good friend(you know when she's not oblivious and has a social life outside of just being BFF with Sadie), alongside DJ.
