I believe this was one of the first, if not the first cartoon ever made to combine live action/pictures together with a cartoon. It was considered hi-tech back then.

Folks from North Caroline are nicknamed "tar heels" - ALL folks from NC. Has NOTHING to do with race. The slang comes from back in the day when tar and turpentine were the major products from NC. "Balled him out" is a pun on the phrase "bawled him out" - meaning that he was SCOLDED. Honestly - take the time to use a dictionary or at the very least stop making assumptions about history and culture.
I love how the cop falls off a skyscraper, and casually gets up 2 seconds later like nothing happened. 1922 cartoon logic.
Same with Wile E. Coyote decades later.

Max Fleischer did some work with real pictures in a few later cartoons. I remember "Koko's Earth Control" (1928).
The photos of the actual buildings used as backgrounds are uncommon.
