  • Did you know that there are different ways to run a city? In this video by the Michigan Local Government Management Association, mayors, councilmembers, city managers and professors describe the two predominant forms of local government in the U.S. -- council-manager and strong mayor -- and talk about how each impacts its citizens. Learn why more communities across the country have chosen the council-manager form of government over other forms.

Kirk, if you can make a video of this quality on local government, state, and federal budget process, it would be awesome.

Thank you Kirk for the labor that went into putting this video together. Healthy government ideas don't replicate and spread just because they are have merit. Good governance must be championed. Often the payoff for such energy is not appreciated in the moment. Keep up the good work!

vote NO on consolidating power to ONE person.. If you're councilmembers are not careful, the city/town/ county manager will usually turn into a autocracy form of local government, with the mayor and council only used as a vote to get stuff done.

Example: you do not want you're city manager to have appointment power on commissions and committees. one person selecting people to process city business? not good.

I think if you dig into the data, you will find that council-manager cities are fiscally healthier than strong mayor cities. As one interviewee indicated, the best defense against someone making bad decisions is the ability to remove him/her instantly with a vote of council.

In my city, even though the manager hires and fires staff, the mayor has commission nomination duties (with council confirmation). So yes, I would tend to agree that appointments should rest with elected officials.
