Yes there is concurrent list for local govt.
Local government have to promote local economic development, social justice, and infrastructure development. The various functions of the local government include: To build basic infrastructure like transport, roads, power lines, schools, hospitals, etc.

In india that is 2 -: 1 is central govt or 2-: state govt 3-: local bodies.. local self-govt ye v to state govt ki baat mannta hai na.. jese apne 5.51 mai bataya ye dekhie ye ek tier ye 2nd ye 3rd isese to hum ye samjhe ki 3 tiers but constitution mai to ye mentioned nhi hai... legislative power to state or centre ke pas hai to 2 tier hue na local bodies jo hai inko to sari baat state ki hi manni padti hai... clear me sir

Sir u said if there will be any conflict between any topic between state government and betweem central government so the rules will be followed of central government but sir here cant we say that discrimination is with state government. If there Ideas reflect better than central government and though there ideas dont get values so its against the constitution
