Why should the windows be to the floor --on a building located in a southern, seaside place? There, the sun is blasting for most of the day during five months a year.

It gives me the impression of those extravagant Arabian Gulf villas when they build with an overwhelming classical design with no sense of proportion... very messy. I wonder how an Italian architect could do this

Sure, but some of the aesthetics are very bad. I know criticism can seem arrogant but it's good for education and improvement.
