Typically, the first vehicle to stop at the intersection has the right to move through the intersection first. If two vehicles arrive at the same time, the driver on the left should yield to the driver on the right. Yellow First , Blue 2nd , and Then the Truck !
Right has right of way, and turning vehicles must yield. Thus yellow who is on blues right. Then blue, then the truck.
Since the three drivers are sitting in their cars there is no conference call or mind reading. Now, if all drivers were wise, the yellow car would go first and then the blue car. In this scenario, both small cars gave the large truck good distance to safely turn left and were also safe to safely leave the intersection.
I chose yellow, because:

However, if this happened in reality - I would simply claim right-of-way and go first (slowly/carefully), avoiding a "who's on first" type confusion. That is, unless I were in the semi-truck - in which case I would wait for both cars to go first.

In DC there is a car behind the yellow car and it gets to follow the yellow car through without stopping. If the blue car fails to begin their progress a car from the left now has the right to go before the blue car. And that's in the expensive college educated parts of town.
In the 'hood there are no stop signs. Reds are very much optional too there.
