Abandoned Broadcast TV Equipment RCA MI-19051A Monitoring Diode

Found this little interesting device buried in the debris and bird and rat crap at one of my job sites. I couldn't let it set there so I had to save it.
Lets figure out what it is and see if it still works after 50 plus years of being exposed to the elements and nastiness.
