I don't think the latest episodes are dubbed yet I'm watching it on Crunchyroll and when I got to a certain spot in the land of wano it was subbed
You need pay subscription to get access to these streaming sites such as crunchyroll, but they are always up to date and have dub/sub in many languages, although not always 100% accurate translation
Sometimes servers get overloaded by people when a popular anime new season episode pops up but thats just temporary
