    Note 21 years is a bit misleading. He can be held indefinitely, under a part of Norwegian law called Containment, which means they just have to prove every 5 years that he remains a danger to society. The 21 years is the maximum penalty for his crime, but he can still be held beyond that.

    If the Norwegians give him parole, it just means they don't care if another 77 people are killed (69 of them teenagers at summer camp) during another attack. I'm all for rehab and The Norwegians are quite good at it from I've read, but when your killing/shooting spree leaves 77 dead, you really don't need to breath free air again.

      Norwegian here. He will never get out. This is all just because he has the right to it, and Norway being a state of justice he get what everyone else gets. But he will never get out. And if he somehow did, he wouldn't live wery long. Either because he's so old then, or one of the thousands he affected, or some left radical will kill him 4 sure.
      Edit: this is of course if the society keeps its stability. Alt right is growing 4 the same reasons he did this, so who knows. Just last year we had another terrorist attack. The imbecile only managed to kill his poor sister. Such a tragedy you would not be able to read the full story without feeling obnoxious.

    Norwegian here.
    The law says the maximum sentence is 21 years. However, that is indefinitely extendable if the person is not deemed safe to release back into the public.
    I guess the best english word for it is "preventative detention" (forvaring). He will never get out.

      Same as in Canada, 25 plus indefinite for 'dangerous offender' status. Clifford Robert Olson and Paul Bernardo come to mind. Clifford Olson died of cancer after serving 30 years of a 25 year sentence.

    Back when he was sentenced 21 years, my Norwegian friends explained that in all likely he'll never get out. As long as he's seen as a public danger.

      He will likely spend more than 21 years in prison. We don't have definitive life sentences, but for the worst crimes, the sentence can be extended indefinitely until you've been rehabilitated. In other words, if he doesn't get rehabilitated, he won't be released.

      In other comments, a few people explain that the maximum a person can get in prison is 21 years in Norway. After that time has elapsed, they can extend it, and keep doing this until the person's death. This hearing does not mean he'll get out.
      I agree with you--he should never be free in society again.

      Not to mention, a psychiatrist told the court that, in her opinion, little has changed. She has talked a lot with him over the years. She said everything about him back then remains true today, and that she thinks it's important that the prison does something to break out the monotone life. (She suggested being allowed to take a weekly walk in the forest, among other things. Which the prison said they had seriously considered, but came to the conclusion that the safety concerns are too big - which is also why they always move the court to the gym in his prison. Transporting him to a real court would be too high of a risk.)
      The prison also said that he shows no progression. Only a few months ago, he requested the permission to serve his time with another right wing terrorist. But in general, his letters and requests shoes that he still feels very much the same as before.
      Both the prison + the psychiatrist who has evaluated him over the years, recommended that he does not get released, as he has not been rehabilitated. In other words, he won't be released this year.

    Nobody is going to release him. Don't worry. He got 21 years with a possibility to prolong it for number of years, so, they'll hold him behind bars until the end of his life. He just entertains himself speaking in courts from time to time. Remember, he's in solitary confinement.

      Punishing him isn't going to bring any of the dead back to life.
      It isn't going to heal those who where wounded.

      But if we can work out *why* he did this to begin with, *how* he started thinking this way and actually can manage to reform him, healing him from his mental illness.
      Then we can perhaps prevent future victims from happening due to future terrorists.

      That said...

      And I can't deny that if he *does* get reformed it would be challenging for us...
      And it would be *easier* for us if he doesn't get reformed...
      I honestly don't know what I'm hoping for the most of those two outcomes...

      I disagree Norway believes in rehabilitation over punishment. It’s statistically much more successful as Norway and the Nordic countries that share the same beliefs has the lowest prison re entry rate in the world. However people that are known to be dangerous should be closely monitored or be put in a rehab centre

Prison should have two roles - rehabilitate those who are worthy, and keep those who are a danger to society locked away forever ... thou, to be honest, it would be far more efficient to dispose of them. I assure you thou, as a European myself, that those prisons are not doing that great of a job at rehabilitating a lot of those people either. I mean, look at this dude... he was in jail for 10 years, most definitely in a nice apartment cell, with a nice bed, mini-fridge, personal bathroom, and kitchen and his own cell key... he didn't change at all. Even after a decade, he is coming to court, with the same attitude, and spitting the same nonsense, he did a decade ago. There is nothing special about Norway or EU-type prison rehabilitation. Is really up to how you look at those stats... Europe, in general, doesn't have the drug issues US has, so there are a lot fewer crack dealers in our prisons than in US. Most peoples in US jail are there for drug-related offenses. So the re-entry bar is lower, mainly because there is less crime that would lead to re-entry in Europe than in the US, particularly in the North. But that's just one of the factors. Another huge factor, is that many offenses and crimes are committed by immigrants from East Europe or from outside Europe. Even if we talk about gangs, most are foreign. A lot of those people after they are released from jail, are either expulsed from the country or leave voluntarily. So is not like those people are somehow rehabilitated and no longer offend. They very often do return to a life of crime, they just do it in other countries.
      Those who get rehabilitated, are usually peoples who wouldn't really commit other crimes anyway... like, if you drove drunk and killed someone with your car... or did a scam for easy money, or committed an opportunity crime... those are peoples who usually don't relapse anyway. Unfortunately, keeping monsters away from society, the nordic and EU system is a disaster.

      He isn't being seriously considered for release and even Breivik himself knows this. He is just doing this to get out of his solitary cell. Even when he has served his 21 years he will not be released, since Norway does have legal provision for holding someone in life imprisonment: the law stipulates that someone who has shown himself to still be dangerous can be sentenced to further 5 years after he has served his 21 years, which can be repeated again and again until the end of his life. Having not expressed regret for his terrorist acts - let alone acknowledge them as such (in his delusional mind he sees himself as some “knight”) - Breivik definitely fits the bill.

I think they should be kept alive and tortured as long as possible, use them in extreme scientific experiments or use their organs to save people.       The 21 years is not his full time in prison: 21 years is max that anyone can be sentenced to in one sitting, but after you've served 21 years there's 5 years renewable sentence which can be renewed again and again until the end of your life (it has never been put into use before, but it exists for special crazy cases like Breivik). He can try to appeal for release on technicality, but his release is not seriously being considered.

      People change. We don't have life sentences for a reason.
      That said, I don't think he genuinely thinks he's being released early. I think, based on my cluelessness about this + the videos from all of his court appearances, that he sees the court as a way of communicating his message. Why else walk in with signs? He's always trying to talk about his views and do the Nazi salute. Going to court is his only way of reaching out, and reporters from all over the world will report his court appearances.

This guy was put inside a prison equivalent to a hotel (the biggest insult to the grieving family), so at worst he still has a comfortable accommodation for the rest of his life, or at best Norway government turn ultranationalist and give him a pardon.

      I don't know what hotels you've stayed at, but in my experience, they tend to be nicer. I get what you are saying though... He's not in a cage. He's in a tiny apartment, but not a very nice one. But to use your example... Imagine staying in a hotel room, where you had been locked up for more than a decade, and the only contact you had with the outside world was your lawyer. Would you be a happy person?
      To my knowledge, families of victims, and victims themselves, do not consider him being in prison an insult. That said, they're not too thrilled about media reporting on him whenever he's in court. They've been a lot more respectable this time though. To my knowledge, only media in other countries show all the Nazi and white supremacy stuff. In Norwegian media, he's a footnote, and only things relevant to whether to the "possible" parole gets shown. I had to google to see the Nazi salute. They didn't show that here.

    Important:
    He'll never be let out of prison. He rightfully deserves 77 life sentences and he'll spend the rest of his miserable life behind bars. Even though the maximum allowed sentence is on paper 21 years in Norway, we have provisions in order to ensure that those that pose a real danger to society can remain locked up indefinitely.
    Even after serving his sentence, every 5 years the courts can decide that he's not suitable for release. Not many have had to endure this but it has happened before, for even lesser crimes. This, in his case, is going to be a certainty. Rarely used, reserved for animals like him. He's in prison for life. We're not so gullible as one may come to think.

    Wtf, forgiveness in my dictionary is death penalty, sentencing to 21 years is like welcoming him, Norwegian law is flawed, Norway will never be a tourist destination for me.

      I heard prisons in Norway practically pamper prisoners. Or at least they're better than U.S. prisons. Justice still isn't served.

    12 month * 21 years = 252 months. He killed 77 people so 252/77 = 3.27 months per killing. How is this justice?
